ARTICLE 1: MISSION

The Global Green Island Summit (the “Summit”) is an independent organization committed to conserving the natural environment and further advancing the sustainability of the islands by providing support and cooperation amongst other island countries. The Summit serves its members and society by creating opportunities for leaders of the island countries. An exchange of possible solutions and measures are also suggested in regards to various environmental issues.

ARTICLE 2: THE SECRETARIAT

(1) The secretariat of the Summit shall be set up in the venue of the Summit. (2) After the convening of the Summit, (three months later) results shall be reported, and the functions of the secretariat shall be transferred to the next Summit venue.

ARTICLE 3: MEMBERS

The foundation member community shall be made up of the Jeju Special Self-Governing Province (Republic of Korea), Hawaii (United States), Okinawa Prefecture (Japan) and Hainan Province (China). Additionally, other island countries that agree to the purpose of the Summit may apply for the membership.

ARTICLE 4: CHARACTER OF THE SUMMIT

The Summit shall orient its activities with the purpose of being an inter-local consultative body for policy consultation and offer support towards the environmental preservation. The Summit shall focus on tackling environmental problems irrespective of the political issues.

ARTICLE 5: COMPOSITION OF THE SUMMIT

The Summit shall be composed of the following: (1) The governor’s meeting is the highest decision-making body of the Summit, and it shall be held annually. At the governor’s meeting, discussion of administrative matters may be touched upon as well as the interchanging of related information from events. (2) The meeting held by the managing body can be held annually, and additional meetings may be held as necessary in any given year. In the meeting, matters will be discussed in regards to what has been previously decided at the governors meeting and administrative affairs. Meetings (1) and (2), as well as any other meetings shall be run by the venue of the Summit. Potential matters arising at both meetings shall be decided unanimously.

ARTICLE 6: AGENDA

The Summit may discuss matters that fulfill the criteria mentioned in Articles 1 and 4. The government of the Summit venue shall decide on the agenda and notify the members three months before the convening of the Summit. (1) Waste management (2) Climate change (3) Clean energy (4) Underground water (5) Resilience (6) Other common issues shared by members

ARTICLE 7: PARTICIPATING BODY

The Summit shall consist of the following representatives: the governor, director of the environment bureau and the managing body representatives. The managing body representatives may also approve the participation of other bodies.

ARTICLE 8: SUMMIT OPERATION

In the Summit, there should be an opening and closing ceremony, keynote speeches, governor’s dialogue, expert sessions, case study presentations, and conjoint resolutions will be announced at the end of each Summit.

ARTICLE 9: HOST COUNTRY AND HOLDING TIME

The Summit shall be held biennially, and the order of the Summit venue shall be as follows: After one full cycle of the summit venue (the cycle is numbered below). Jeju shall hold the following Summit, and the order of the Summit venue may be changed. The Summit date and duration shall be decided by managing body representatives. (1) Jeju (inaugural Summit in August 2018) (2) Hawaii (3) Okinawa (4) Hainan (5) Other venues will be added later

ARTICLE 10: SUMMIT EXPENSES

(1) All event expenses for this summit are covered by the host island. (2) The expenses include the installation of exhibition booths, operation of the website and simultaneous interpretation costs for English and the language of the host region. (3) All expenses for the summit participation (roundtrip airfare, lodging expense, food expense, traffic expense, etc.) are covered by the participating islands and if necessary, the simultaneous interpretation costs are covered by the participating islands for their own languages.

ARTICLE 11: AMENDMENTS

The decision to amend this manual shall be unanimously agreed upon by the representatives of all regions.

ARTICLE 12: TERMINATION OF MEMBERSHIP

he membership can be terminated with a member island that fails to participate in the Summit three times in a row. The managing body representatives shall discuss with the member island whether they wish to be terminated from the membership.

ARTICLE 13: APPLICATION FOR MEMBERSHIP

Island countries that fulfill the criteria mentioned in Article 15 may apply for the membership, and the membership shall be granted unanimously upon the approval of the existing members.

ARTICLE 14: MEMBERSHIP CRITERIA

The prospective Summit members are characterized by the following specific aspects: (1) Island countries determined to preserve the environment (2) Regional local government (3) Islands with experience and intension to cooperate with other islands regions. This manual is written in English and will be signed by all parties. Each member shall have one original copy. Any controversy that could possibly arise regarding the interpretation of this manual shall be resolved in the English Language.
